Expensive is OK, as long as it's high-quality meat!

I love the chain restaurant Ikinari Steak (いきなりステーキ), they have many branches in Tokyo. One steak is around 3000 yen and the quality is good!

Steak Gusto is my favorite. My Japanese manager recommended this. Their steak is better than that of Bikkoridonki (another steak house).

A set of meal at Steak Gusto would only cost you around 1,500 yen (depending on your options) and this goes with an eat-all-you-can salad, bread, curry and rice. It's really worth your money!
