Every time I go to Harunire Terrace in the Hoshino area of Karuizawa, I find an amazing restaurant I didn't know about and can't resist trying; Sawamura is not only an excellent restaurant with exceptional (but affordable) food, but also a bakery. After having a beautiful crab dish and a slice of moreish chocolate cake, I just had to buy a loaf of bread on my way out. If you're struggling to find somewhere good to eat for a reasonable price in Karuizawa, Sawamura is absolutely recommended.
