Osaka's Streets Go Smoke-free Ahead of Expo 2025

Creating a healthier, cleaner environment for visitors

Smoke-free urban areas contribute to a healthier, cleaner, and more welcoming environment for visitors, and Osaka has taken steps to ensure this is the case in the leadup to Expo 2025 Osaka-Kansai. As of January 27th, 2025, a citywide ban on outdoor smoking came into effect, prohibiting the practice in streets, parks and other open public areas.

This isn't Osaka's first foray into smoking bans—smaller-scale bans were implemented back in 2007, but they were limited to six areas around key pedestrian areas such as JR Osaka Station. The recently expanded bans also come with an increase in the number of law enforcement officers policing the restrictions, and fines of 1000 JPY ($6.46 USD at the time of writing) will apply to anyone in breach of them.

What if I am a smoker?

For those who do smoke, the number of designated smoking areas will be expanded—around 200 new Smoking Containers® will be implemented before the Expo begins in mid-April. Unlike traditional outdoor smoking areas that use partitions, the Smoking Container® is fully enclosed, preventing cigarette smoke and odors from leaking out and therefore addressing any passive smoking issues. A number of these are already operational in the Kansai and Kanto regions.

Additional restrictions extending to Osaka Prefecture from April

From April, there will be additional restrictions that apply in Osaka Prefecture, but these are levied upon businesses. Restaurants with a dining area of at least 30 square meters will be required to provide designated smoking rooms (not just partitioned areas), or prohibit smoking entirely.

By increasing the availability of designated smoking areas like the Smoking Containers® and implementing stricter regulations on smoking in public spaces and at businesses, Osaka is paving the way for a cleaner, safer environment for both residents and tourists alike. As the city continues to enforce and expand these measures, the hope is that they will not only improve public health but also create a more enjoyable and welcoming atmosphere for everyone.
