Skypark Utsunomiya offers beginning paragliding lessons, tandem flights with certified instructors, and certification courses to receive a license to fly. We opted for the half day course which included a beginner's lesson and a tandem flight for ¥12,500. The instructors are very friendly and knowledgeable, and most of them can speak a little English.
